 About the Movement Partner Questionnaire

In Fall 2024, over 30 grantee representatives across all program areas participated in focus groups, surveys, and one-on-one interviews to help design an Impact, Measurement, and Evaluation Framework for Kataly’s Capacity Building Program. This process established grantee-identified definitions of organizational sustainability and capacity building, as well as supported the development of a theory of change and logic model for the Capacity Building Program through Kataly’s spend out.

 

We shared back to our grantee partners what we heard, how we’re using the information to shape the Capacity Building Program at Kataly, and what we’ll be doing to hold ourselves accountable in the future.

 

To help with ongoing learning and to understand if we’re meeting the goals our grantees set for us, we launched the Movement Partner Questionnaire (MPQ) in August 2025, which will be repeated each summer until Kataly concludes our spend out.

 

The MPQ was developed in collaboration with Kataly’s program teams and sent to more than 850 past and present movement partners (grantees, investees, and programming partners). The MPQ was both optional and anonymous, unless the partner chose to self-identify. Seventy-six partners submitted responses from 76 unique organizations, 76% of whom chose to self-identify.

 

Of the organizations that submitted responses, the highest community-serving representation is as follows (organizations could choose multiple communities):

In order to continue to hold ourselves accountable to the grantee-identified definitions of organizational sustainability and capacity building in our Impact, Measurement, and Evaluation Framework, we asked grantees to gauge 18 ‘capacity’ categories with the Building a Fire Framework. The 18 categories were:

  • Clearly defined Purpose and Vision
     

  • Strong narrative to connect with your community & audience
     

  • Strong resource mobilization strategy
     

  • Effective systems, tools, and operations to do your work
     

  • Strategic planning
     

  • Modeling and/or crisis planning
     

  • Values-aligned financial advisement
     

  • Values-aligned legal support or advisement
     

  • Professional development for staff

  • Regularly engage and report back to constituents/community
     

  • Sufficient facilities/built infrastructure (i.e. space, buildings, land)
     

  • Risk assessment
     

  • Digital security protocols
     

  • Physical security protocols
     

  • Succession plans
     

  • Sabbatical policy & resources
     

  • Language justice & resources
     

  • Conflict transformation/restorative justice process (i.e. non-punitive methods for resolving conflicts in the work)

The second section of the MPQ dove into the specific resources and programming offered by the Capacity Building Program, how we might improve these resources, and what areas of inquiry groups might like to explore collectively.

 

Our third and final section requested optional data on how this political moment has impacted our movement partners. While we knew anecdotally how partners had been affected, it was important to us to understand the specific safety and security concerns, the level to which funding had been impacted, and what partners need from philanthropy during this time. As noted above, this information has directly influenced not only our Capacity Building Program, but also how Kataly has chosen to deploy resources as we head toward spend out.
